One difference among File Systems is Cluster size.  The File System and the Partition size determine Cluster size.
 

FAT16

Less thank 16MB* 16MB to less than 128MB 128MB to less than 256MB 256MB to less than 512MB 512MB to less than 1GB (1,024mb) 1GB to 2GB

FAT32

*  In Partytions of less than 16MB, the system organizes Clusters with a 12-Bit FAT, instead of a 16-Bit FAT.

**  The FAT32 File System DOES NOT support Partitions of less than 512MB.
